Sheba Rivera

Sheba is a Director, Strategy & Impact at Four Corners Global Consulting Group. Her areas of expertise include accountable governance, social innovation, cross-sector partnerships, and continuous improvement.

Across a decade in the social impact sector, Sheba has applied a passion for using co-creation and participatory methods to elevate the voices of people closest to each challenge. She creates and implements design, monitoring, and evaluation processes that integrate the perspectives of diverse stakeholders and users across an ecosystem.

Prior to Four Corners, Sheba led or supported social impact projects across 10 U.S. states and 5 countries. As a Senior Advisor in the U.S. Department of Labor’s Next Level Now Community, she helped workforce agencies improve data systems and outcomes for marginalized groups. In California, she led a participatory research and design project for a 20-organization consortium of public agencies, health providers, and nonprofits to increase recruitment and cultivation of immigrant workers for high-quality jobs. Collaborating with the Kentucky State Department of Community-Based Services, she engaged over 100 staff, partners, and community members to recommend program and operations changes that would improve client outcomes. She also guided the Washington State Department of Children, Youth and Families through an equity-centered performance-based data measurement redesign across 1,200 contracts and $1 billion in spending. 

Sheba has a bachelor’s degree in Communications from Temple University. She earned a Master of Public Administration with a specialization in International Management and Policy from New York University, where she was also awarded the NYU President’s Service Award. Ask her about her community organizing where she’s participated in two winning campaigns to support the rights of people impacted by the legal system. She’s a big fan of small theaters and loves solving puzzles or playing board games in her spare time.
